brilliant ... provided there's an empty slot at the bike rack you want to drop it off at - with a low take-up rate, chances are the rack will be full - in which case, you're stuffed and have to go riding around to find one with an empty slot.
The "bring your own helmet" rule will probably kill this otherwise-great idea stone dead.
