If no V inventory has been released, it doesn't matter what class you purchased, there won't be an upgrade at the window. Some flights may seem to have wide-open F availability, but DL still does not release V inventory in advance. And if no V has been released, then you won't get an upgrade at the window, even if you booked in B.
