It is because TSA management is inept. From the very beginning of the agency, it was staffed with people from other agencies who weren't exactly the sharpest tool in the shed, which is why they flocked to the new agency, many of them trying to escape their less than illustrious pasts.

I'm not kidding. TSA and the DHS headquarters staff are staffed with the some of the dumbest managers in the entire federal government.
