Closing doors at 11 minutes before is not the norm unless all passengers are on board. Did you check in over 30 minutes before departure?

Although, it is within the rules to deny boarding if you are at the gate less than 15 minutes, it is not usually the case. I would not have expected them to charge the fee. You can also always write to AA and dispute it.
