Time between pulses is variable - depending on destination and thus the amount the operator wishes to charge. If they send a pulse every second it will cost you 12 euro a minute for instance.

Funny fact, pulses are no longer used on the Dutch national phone network since 2002. This is a major scam, and nothing else than a way to confuse people into thinking its 20 cents a minute.
