I have found that for international award travel, its easier just to call the elite desk if you are having issues finding what you need. Especially if your trip includes flights not operated by CO.

Unfortunately the reward booking tool on the web doesn't always display things correctly when booking anything other than domestic travel. Ive asked about this multiple times, and the response was always "just call us if you cant find what you need online"...
