I also will be going to the UK and France in September. I reside in the US and am reading about how some folks are having difficulties purchasing data subscriptions without a European credit card & bank account.

Has anyone with a US bank account/credit card successfully purchased a microsim for the iPad and made it work? Do you need a PC to activate the sim card if your iPad is already activated?
