Of course you can but United does not typically put enough lavs in any cabin except maybe int'l F, so to keep two unavailable for hours is a major problem. I had this problem shortly after 9/11 but wrote UA about it and, I assume coincidentally, the problem went away. But if it's back, I'd email UA about it citing the specfic flight. Sure it's a long, boring flight, but that's no reason to deny the use of the restroom to the passengers for hours at a time.
