Perhaps he was wrestling with international terrorist, Charles Rane and knocked over the softsoap?

It probably is a union thing, but not necessarily the union that you are thinking of. Its quite possible that they are either explicitly or implicitly forbidden from performing this funciton by the ground crew unions. It's their ricebowl, after all.

Personally, I think its every person's responsibility to leave the lavs in as spotless a condition as possible when they leave, even Mr. Snipes. Why are these people allowed out in public without the smallest hint of common courtesy or manners?

But don't get me started on restroom etiquette. Its my firm belief that those automatic flushers are the prime contributors to the fall of civilization.
