I guess in theory AT&T could catch on fairly easily since you would have a charge on the AT&T network one second, then register on a foreign network a couple seconds later and vice versa everytime you left the house.
Unfortunately I am pretty sure that if GPS doesnt work then you are out of luck. I had considered one of these devices for just the purpose of traveling since they dont have UMA calling like my old carrier T-Mobile does.
