And don't forget about http://www.flyertalk.com/forum/amtra...ly-expats.html . It looks like Amtrak is locking out everyone but NA residents. Of course, I'm presuming the same is true for all non-residents and not just expats. So even IF you could signup for AGR, Amtrak.com won't let you book.
