So, if all TSO are screened, explain to me where this TSO was screened, prior to his starting his working shift at the airport:

1. I park my car in the BWI hourly garage at 0600 in the morning
2. TSO parked his car within eyesight of my vehicle at 0605 in the morning
3. TSO, in uniform, exits the car and removes a heavily laden backpack from the trunk
4. TSO walks ahead of me all the way to the C C/P entrance
5. I stood in the TDC line while TSO approached the left-hand WTMD
6. TSO casually opens the gate that is provided for wheelchairs to bypass the WTMD and walks through, backpack and all
7. As I approach the WTMD (15 minute delay, since BWI only opens 1 WTMD in the C C/P at that hour on most days), same TSO taps out the current WTMD TSO and starts processing passengers
