During my last stay in Milan, I noticed that scaffoldings of the InterContinental Hotel Duomo are finally removed, and make appear the beautiful facade of the hotel. ^^

This suggests that the opening is near (but apparently there is still work to be done inside).

If you want to experience the view you may have at the IC Milan, just walk up to the top floor of the Rinascente department store (food floor similar to the one you can have at London's Harvey Nichols), next to the future IC.

On the seventh floor of the building, from the terrace of the rooftop outdoor bar, you get a unique view of the Duomo. The ambience if chic and relaxed.
