You have 3g coverage with China Unicom only. China mobile is not compatible. If you consider a local SIM without contract, it costs you 68 RMB per month for 500MB, then 0.0003 RMB per kB (about 0.31 per MB). No unlimited plans available in China.
No idea how much traffic a slingbox creates, but I don't see why it should not work technically. Furthermore if your device supports wifi, you get that at many places like starbucks for free.
