Define never. While that is probably true in most if not all 50 US states, it's not true internationally... or even in territories like Guam. That said, why is it morally questionable to book a room for two people if you expect to be with a companion?

Rates are based on double occupancy no matter what hotel you're at so it doesn't matter whether it's 1 or 2 people in the room. It's when you start adding 3rd and 4th guests to the room that you will see a rate increase.
Try booking HR Guam or Saipan. 2nd person adds $20 per night to the room rate. And while i haven't tried it, I'd expect similar rates in Europe.
