I don't think I have an answer either; but who knows!
Finally, they got the signs straightened out on this route^; coming from the city, head for the South Terminal, resisting the natural urge to be in the left lane. Go PAST the exit to the North Terminal! Still in the right lane, you will come to an exit that finally has a Rental Cars sign. Go there. From that point on you shouldn't have any trouble, even after dark.

I have had one local tell me there is a back way in. I have yet to have the time or inclination to go looking for it. The only thing small about that facility is the visitor parking lot. I'd guess they don't want the public to know. But it might be helpful to know for returning a rental car when the holidays get here.
