I think the OP is talking about the Preferred seats, which cost money except to SEs. All of these responses are from Es. You might mean the Priority Seats which are usually at the front portion of the cabin.

Is it possible that for Priority seats (Es and SEs can get them for free), different PNR would suffice. But for Preferred seats (Only SEs get them for free), you'd need to be on the same PNR?

I don't know the answer. Maybe as other posters said, hang up and call again.
