Not in the UK they aren't - Tmobile & Orange & O2 offer them
Orange is £5 a month (fair usage, it was 50MB - I think that's what they said when I started) I have no idea about T-Mobile, see below for O2.

Just get an Orange Sim, top up at least £5 although you will need more as you need to call them to have the BIS bundle added, and then they will send you the service books etc.
