Not a good assumptions as many countries will do a similar hand inspection of bags.

Again not necessarily. Customs may just clear you without any inspection. Regardless, at that point your bags will be handed off for inspection by TSA which will NOT be in your presence.
Your best bet as suggested skip the locks and just secure the zippers.
