I do exactly this all the time from Taichung to get the same UA flight. The train runs precisely on schedule; but the taxi ride can take anywhere from 15-30 minutes. I've only missed my flight once when the taxi broadsided a mini-bus. Check in goes quickly if you are 1K (not sure about lower levels) and security is brief.
