You can also try the hotel. The hotel had a China SIM card delivered to me in 10 minutes. The only charge I have was to pay for the SIM card in cash (RMB). Other than that there are mobile phone outlets on every street corner and I am sure you can use your best sign language skills to figure out what you need. I am sure they will even activate it for you.
