Perhaps the question is one of intent. If you are doing it specifically to get a lower fare, it is illegal (e.g., you're a consultant working in another city, you buy A-B-A for start/end of your project, then buy B-A-B for every weekend in between). But if you did it in the normal course of events, then it is ok (e.g., purchased A-B-A, then found out that you need to return to A temporarily within the original trip, then go back to B to continue your stay there).

I don't know, I'm just guessing. It can also be hard to prove no illegal intent, and in any case, sounds like the burden is on you, the airline can accuse you of illegal intent if it wants to, and make your life hell. .......s.
