Give it a few days and try a lower amount the next time.
Hopefully now with paypal not excepting new app's that the abuse is 'capped' so to speak and we can continue to earn away under the radar.
Now that we are completely OT, let me put in my two cents as well.
If it an issue of utility and not brand loyalty to Paypal, I find that secure Visa/MC or AAA prepaid Visa/MC is a much better deal. It has the ability to be used as a Credit card anyplace without taking the risk that some Call center someplace will get the details of my main Credit Card, the spending limit can be controlled and I can top up with my other credit card or bank account when I choose, without any issues with the amount or frequency.
