I've been stopped with my 'old' paper UK licence in NY State. The Trooper did me for 'Unauthorised Operator' (as well as speeding). The **** was wrong about the licence but I still had to get it sorted via a local DA.
The IDP has no value in the US without your driving licence.
Personally I wouldn't risk it.
nb I wouldn't risk my Wife hiring the car and me driving it without a licence I could produce.
