With the UV light playing on the passport paper and with the room somewhat darkened, you should have been able to take the picture with the camera in automatic mode, flash off, and on a tripod. Try plussing or minusing the exposure compensation and also varying the room lighting if the contrast wasn't good enough the first time. (For a manual camera, try shots with different lens openings aka bracketing the exposure).
