A useful comment, but the OP doesn't have his UK license. It's at the DVLA (the UK equivalent of the department of Transportation or whatever it's called where Thelma and Patty work (Simpsons Reference)).
So he was trying to establish if the Car Rental people will be able to accept a "Permission to drive" note.

Getting AVIS to accept it is one thing, but as the poster above commented, there could be problems with the local Law Enforcement too.
