There's no change fee under the flat tire rule, AFAIK, and I don't know of any requirement to call in two hours in advance.
While the flat-tire rule might have been a possibility in the OP's case, something tells me the tone of the conversation with the supervisor had something to do with the outcome. Just a guess, though.
