Why do you say this? UA policy has always been the mileage credit is based only on the operating carrier.
Recently UA added an exception for CA and TK (Turkish) restricting to *A marketed flights only. (E.g., see the bottom of the TK earning page:

I'm not aware of any other carriers that UA is restricting code share earnings on. Hopefully this rule does not spread.

Unfortunately, this has little to do with UA's rules. The operating carrier (SAA in this case) has final say on whether or not miles are awarded... The exceptions you linked to are set by CA and TK and not UA. Miles sent to MP accounts by legit *A members/partners should deposit without UA asking questions.
