I had a conversation with the Grand Club Manager on check-out. She told me that as diamonds, we can only get Club floor non-harbor view rooms, or non-Club floor Harbor view rooms, but not Club floor harbor view rooms.

I didn't press on the matter because it is unlikely I would return.
