I wouldn't exactly say it happens "more often than not" - I probably have about a 20% downgrade rate for regional F (excluding HKG-NRT, which seems in my experience to be much more consistantly a 3-class service). Still completely unacceptable, in my opinion, but not quite as bad as some make it appear around here.
