If they really oversold by 40, it is a very pure sales strategy. You can't just sell 15% over capacity and hope for no-shows. 2-3% is usual figure, 10%+ I've heard only at specific stations (not SK) in Africa.
Just guessing... would it be feasible if a lot of those tickets sold were expensive fares, that would offset the loss of having to compensate the VDBs?
