That's an understatement. I'm waiting for SK 910 now, and according to my check-in agent they need 40(!) voluntaries for this flight. I've heard of 10-15 before, but never 40.
If they really oversold by 40, it is a very pure sales strategy. You can't just sell 15% over capacity and hope for no-shows. 2-3% is usual figure, 10%+ I've heard only at specific stations (not SK) in Africa.
