23.5 is the width with both armrests lowered (or pushed up and back for those that don't lower). The figure I've seen on a few sites is 19 inches between the arm rests (seat cushion size). The seat cushions are narrower than the old recliner seats because there is an extra seat in every row (even though they may have narrowed the aisles and arm rests a bit).
