The TSA isn't going to measure it (except for one airport where they were experimenting with a sizing device over the x-ray belt.) Someone at the gate might. Or a contract worker might challenge you in the line for the security checkpoint (seems to happen a lot at LGA.)

Trying to carry on a bag that exceeds the size limits is just asking for problems, IMO. Theoretically, you could be sent back to the ticket counter to check it.
