If you're flying domestically it won't work. Children traveling as lap infants don't get a baggage allowance, no matter their status, and their things (other than a stroller/carseat and diaper bag) have to be included in the adult's allowance.

The most economical way to avoid baggage charges would be to get the Delta AmEx, as the previous poster noted.
