I actually disagree with what was said previously... I flew JFK-CDG-LHR in January and was in premium eco for the short leg. Perhaps it has changed since then.

Also, if you are indeed ticketed as premium eco for last leg, you get free lounge access in Paris (or AMS) but not at an outstation.
