I can confirm this. Last time I arrived on MUC-NRT in F, I was a SEN and had no PA. I had a PA waiting for me this week arriving again on MUC-NRT in F and I think there was another PA for a HON in C.

It was a total waste as far as I'm concerned though I was glad for an extra pair of hands to help with the suitcase down the escalators to the train station. I don't think I would have let the PA carry my bag if I were a man, however.
