I traveled LAX --> LHR a month or so ago on a full-fare economy ticket (not premium economy), and upgrading using Continental Onepass mileage was an option, but unfortunately there was no availability. And the upgrade would have been straight to biz class.....not to premium economy. Anyway...you have to go through the airline where you have the mileage (in your case it looks like United?) to request the upgrade.
