there is a post out here somewhere about a millbrae shuttle from sfo to the bart station which iirc, is free but i can't find it.
personally, if it was me, i'd either take bart, look for the shuttle or grab a cab as the last time i took a cab from sfo to millbrae bart*, it was maybe $5-$6.
*mis-conx coming home and arrived at 2am and missed the last bart train at 1 by a mile

From what I read in some other posts, it looks like the Millbrae shuttle (to SFO) was cancelled...but I found this site a few minutes ago - i'm not sure if anyone would know anything about it:

I don't know why SFPD would care about who walks on a road close to the airport - but then again I don't know anything about SFPD. In Virginia (and consequently by my place) the Mt. Vernon Trail runs alongside DCA from the north end (you can be directly infront/behind the flights as they take off/land) all the way past the south end...and spend all day long there. Granted, there is the Pentagon and other buildings that are close as well...
I forgot to mention that I shouldn't have any luggage at all (arrival from ICN onto BWI)...but I'll take a look at other options and if necessary, stay at SFO the whole time :-(
