So long as any of your segments are noted as F you should get the tag. I flew to Europe a month ago and was upgraded to F the day before for my RDU-ATL segment, my bags were marked Priority for the entire flight. Same thing on the way home. I was booked in U but got the upgrade before departing Europe and they tagged it as priority. +1 for flying during off times.
