I agree with that it doesn't hurt to ask. But I also would guess that it is very dependent on each hotel's management as their allowing teenagers or more adults have breakfast. Just be prepared for a "no" answer.

And if they give you a "No", maybe you can negociate with them to have a reduced rate breakfast for the 3rd and/or 4th adult.
