That is not correct for all cases. At least it is not if you book a round trip originating in Germany and ending in Germany. I have successfully bought flights with QR together with Rail & Fly in the QR reservations office in Germany. Last week I booked another trip and I have been offered Rail & Fly from QR and also from a local TA.
