Another reason could be that the hotel's owner/management company has rules that govern public space temperatures.

When I went franchise in NJ about ten years ago, the company I worked for sent out a memo in either '01 or '02 saying that due to the local electricity provider raising their rates double digits the Gatehouse temperature could not go below something in the upper 70's during summer and could not go over the upper 60's in winter.

Now being a Gen 1 there were no corridors, but the Gatehouse temperature was checked every property visit and I would have caught hell if this wasn't adhered to.

It wasn't a green move. Just strictly a $$$ move.
