It sure didn't seem like a failed system to me based on the fact it was specific to the lobby and hallways. The rooms were plenty cold and they had the tower fans in the hall, so I am reasonable sure it was a decision to turn it off not a system failure, but I can not confirm that, just my observation/opinion.
Public Spaces are always on their own systems (some will use water from a cental chiller others will have individual complete units for guest rooms) - completely seperate from guest rooms....laws regarding smoking & guest rooms go back several decades which require this
