"An email containing a link to choose a compensation of your choice" - How long?

I recently flew UA on a trip purchased with an e-cert. I canceled the ticket (trip in vain) and requested a refund, but they said that I could not get the cash portion of my ticket back due to the e-cert.

Dear Mr. BryanIAH:

We have received your request in reference to ticket number XYZ.

Upon investigaion [sic] we see that the ticket was purchased using an electronic certificate. So we would not be able to process a refund to your credit card.


However as part of Our Customer Commitment, our goal is to create the highest level of customer satisfaction within the airline industry.

Due to the extent of your circumstance you will be receiving an email containing a link to choose a compensation of your choice. Please select the compensation that works best for you.

We appreciate you choosing United Airlines and hope that we can welcome you onboard again soon.

This email was received on 7/24 and I have not received an email with the compensation link. Is this delay normal? If not, which department should I contact?
