Seems to be the case. If you're a general member, you can use the one-time Premier product to apparently earn *some* miles.
For my ORD-NRT-SIN r/t in January, which I booked using M&M (30k miles plus $550, including taxes/fees), they're saying that I can pay either $169 or $350 extra to get 25% or 50% RDM for the outbound flights only. The return is ineligible. I will probably be passing on this offer.
