That deadline is correct in theory, and the ability to request speical meals is available on mmb until T-24, but may not work in practice.

I booked two different special meals on two different PNRs at T-28 on a recent ARN-LHR flight. Both resulted in "late special meal request" appearing on the manifest and apologies for the lack of a special meal.

I was advised that T-48 was the latest to book if you want to be certain of a special meal.
