Poor guys

I suppose Veneto dind't have money for Tutor since it ran out of cash after spending almost
1 billion euros -
granted by 'Rome' -
for a 32,3 km junction with no tunnels, no main flyovers, after an initial budgeted project worth €750.000.000, and allocating 2.3 billion euros in order to build up a
third lane on 94,5 kms of motorways.
Veneto knows how to manage public funds

You should travel it. I drive it every day. You'll notice that about 10% of the budget came from Rome, the remaining amount is paid by the tolls we pay every day. Just from Treviso to Spinea costs 3.50 euros. It's not cheap. We are paying through the nose for the Passante. But, it is incredibly fast, easy, and saves so much time. The main amount of the cost overruns have come from the vast number of underpasses that had to be built, then waterproofed with a backup drainage system. There are at least 10 times that another road passes overhead. Unfortunately, they had to build the overhead roads at the normal land-level and the Passante dips under each one. Some of them are long enough and completely underground, so they could be tunnels if you wanted to call them that. Additional soundproofing also had to be provided in areas near clusters of houses. We could go on and on about government waste in every region and every province. The simple fact remains, the Veneto pays to Rome a VERY large amount of money and sees a disproportionally smaller share of the returns, while 8 lane highways and brand new hospitals in Terronia go unused and empty.
By the way, there are 2 main flyovers open now at the junction of A-27 and the junction near Mira on the other side. The A-4 is the major east-west Autostrada in Italy linking the Iberian peninsula and southern France with Slovenia/Austria and all of the Balkans and eastern Europe. It also connects the three most powerful regions (Veneto, Lombardia, and Piemonte) and has the highest daily level of traffic of all Autostrade. On any given day, for every 1 Italian targa, I will see 20 targhe from other EU countries.
If Rome still has the cameras, then every single multa can be contested in court and must be dismissed if the comune cannot prove the 400m rule. Rome is just being a furbone.
