I guess the rule of thumb is if the price is in USD, you'll be fine from the foreign transaction fee. If it shows up in other currency, you might have to call and have it booked through the phone as the agents tell me they put in the price in USD.
Why can't it all just be done in USD over Delta.com website? It's not like I went to Delta.sg or something.
It looks like delta.dum strikes again. The ineptness of their IT department never ceases to amaze me. (Although, really, at this point I should stop being surprised and just assume the worst.) Computers are supposed to be deterministic, but I'm thinking that maybe they aren't in the case of delta.dum.
