Yes, that is what I have seen also--that the filling out of the voucher is the last thing that GA does, typically after the flight has left.
Also, that those who accepted voucher for lower amount have their amount bumped up to the highest that was accepted by a pax, so after you accept the voucher, don't go to sleep -- make sure you hear if you are due more.
